Jessica Lunsford Act

In accordance with House Bill 21 passed by the 2013 Florida Legislature and signed into law as the “Jessica Lunsford Act” (s.1012.467, F.S.), non-instructional contractors are defined as any vendor, individual, or entity under contract with a public school or school district, or employees of a non-instructional contractor and subcontractor and who receive remuneration (payment) for services performed for the school or school district. The statute, as amended, applies to noninstructional contractors who:

 1. Are permitted access on school grounds when students are present,

 2. Have direct contact with students or have access or control of school funds; and

3. Have not been provided an exemption as defined in s.1012.468, F.S.

This legislation creates the requirement for a uniform statewide identification badge to be worn by non-instructional contractors when on school grounds. The badge signifies that the contractor has met the screening standards set forth in s.1012.467, F.S.

Florida public school districts must issue the uniform identification badge to the non-instructional contractor who is subject to criminal history background screening and recognize the statewide identification badge. Non-instructional contractors must always have the badge visible while on school grounds and return the badge within 48 hours if arrested for any disqualifying offense, including:

1. Any offense listed in s.943.0435(1)(a)1., F.S., relating to the registration of an individual as a sexual offender;

2. S.393.135, F.S., relating to sexual misconduct with certain developmentally disable clients and the reporting of such sexual misconduct;

3. S.394.4593, F.S., relating to sexual misconduct with certain mental health patients and the reporting of such sexual misconduct;

4. S.775.30. F.S., relating to terrorism;

5. S.782.04, F.S., relating to murder;

6. S.787.01, F.S., relating to kidnapping;

7. Any offense under chapter 800, relating to lewdness and indecent exposure;

8. S.826.04, F.S., relating to incest; and/or

 9. S.827.03, F.S., relating to child abuse, aggravated child abuse, or neglect of a child.

The penalty for failure to report an arrest for any of the disqualifying offenses listed in S.1012.467, F.S., is a felony of the third degree, punishable as provided in S.775.082 or S.775.083, F.S. If the employer knows the contractor has been arrested for any of the disqualifying offenses and authorizes the contractor to be present on school grounds when students are present, such employer commits a felony of the third degree, punishable as provided in S.775.082 or S.775.083, F.S.

As an FSDB contractor, your company is required to comply with the foregoing AT YOUR OWN EXPENSE. This background check must be obtained AT YOUR OWN EXPENSE and FSDB has made arrangements with a third-party vendor (Fieldprint) for a discounted rate to complete the background check. See below for the appropriate badging category steps to follow.

New Cards

  1. Visit www.fieldprintflorida.com and click on “Schedule an Appointment”

  2. Enter an e-mail address under “New Users/Sign-up” and click the “Sign Up” button. Follow the instructions to create a Password and Security question, and then click “Sign Up and Continue.”

  3. Select “I know my Fieldprint Code” (or select “Enter Fieldprint Code” from the dropdown menu); then enter FPFSDBVendorBPrints

  4. Enter the contact and demographic information required by the FBI and schedule a fingerprint appointment at the location of your choosing.

  5. At the end of the process, print the Confirmation Page. Take the Confirmation Page to the fingerprint appointment along with two (2) forms of identification.

Lost or Stolen Cards

  1. Visit www.fieldprintflorida.com and click on “Schedule an Appointment”

  2. For an existing account, log in with your user ID and password

  3. If the user ID or password is forgotten, enter an e-mail address under “New Users/Sign-up” and click the “Sign Up” button. Follow the instructions to create a Password and Security question, and then click “Sign Up and Continue.”

  4. Select “I know my Fieldprint Code” (or select “Enter Fieldprint Code” from the drop-down menu); then enter FPFSDBVendorBadge

How to Check for Clearance

Once the above steps are completed and the results are received, Fieldprint will produce the ID and send it to FSDB for pickup.

You may check contractors’ clearance by clicking the Cleared Contractors/Vendors List button below. Contractors/vendors list is updated weekly. Clearance is good for five (5) years. After five years, a new fingerprint submission is required.

Contractors fingerprinted and cleared by Florida School for the Deaf and the Blind must pick up their badge at 207 San Marco Ave, Saint Augustine, FL 32084.

Badges are processed by Fieldprint, Inc. 

Please allow a minimum of 10  business days after processing, to contact FSDB  904-827-2200 to obtain your badge. 

Badges may be picked up at 207 San Marco Ave, Sunday through Thursday between 6:00 a.m. and 6:00 p.m. Please call 904-827-2200 before you come to pick up your badge. 

Identification is required.
